I would like to apply for the Verified Merchant Program. My error is that "my domain is incomplete".

Do you know how to fix it?

Make sure that your website is not “opening soon", it is accessible to the general public and doesn't violate any of our Guidelines. 

If that's not the case, you can appeal for your website by going to Ads > Catalogs > View issues.
