There's a new group they started for the Creator Rewards, you have to ask to get in. Click on the creator groups tab and it's the Creator Rewards Hub. I noticed it randomly a few days ago so it's fairly new.

Yes, I don't get it. It's very disappointing. Maybe they are running out of money. I saw someone on tiktok say they made 70k starting from late 2021 in the program.
