Is it ok to create a Pinterest Pin that talks about giving away a free eBook on my website (as a lead magnet in return for a name and an email address)?
For example, can I write this in a pin description?:
"This free eBook is great for all beginning, intermediate, and advanced players. It will take your guitar skills to the next level!”

Just make sure that the website URL goes to an opt-in page.
Yes, your pin description is fine. Just make sure you inject your most important keyword in a thoughtful sentence. Keyword stuffing is never a good idea.

Just to add to the great response from @pinterestmarketingexpert , remember that your visuals are key to stop the scrolling. For lead magnets, it can be very useful to add a mockup of your free pdf.
You can easily create mockups in Canva, with the smartmockup feature.
You can also create pins that link to a valuable piece of content where you offer your freebie. Some people can be put off by landing in a sign up directly but will happily sign up once they see your quality content. You can still include the mockup of your freebie in these kind of pins to create the extra incentive to click.
Pinterest it’s a great way to grow your email list. You’re definitely in the right path!
